"Dispatch" is one of those words that sounds precise and means almost nothing until you pin it down. In snow removal it gets applied to everything from a printed sheet of stops to a live optimizing engine, and the vagueness is not harmless — it hides exactly the distinction that decides how your worst storm goes. So let us define it properly.

Three things people call "dispatch"

1. Dispatch as a list

At its most basic, "dispatch" means handing each operator a list of stops. Someone decides the night before what each machine will do and in what order, and dispatching is the act of distributing those lists. This is dispatch as a noun — a document. Its defining property is that it is decided once, in advance, and then executed. Everything that goes wrong with static routes flows from this: the decisions were all made before the storm, with the least information you will ever have.

2. Dispatch as coordination

A step up, "dispatch" means the live human coordination during the event — the dispatcher on the radio, tracking who is where, redirecting operators, handling problems as they arise. This is dispatch as an activity, and it is real skilled work. But notice what it is: it is a human manually compensating, in real time, for the fact that the list from step one is now wrong. The better your operation, the more of the storm your dispatcher spends doing this, and the more it costs when there is too much to compensate for at once.

3. Dispatch as a live engine

The third meaning is the one that changes the game: dispatch as a system that continuously decides, itself, what each machine should do next. Not a list decided in advance, and not a human re-deciding by hand, but an engine that re-scores every open property against every live vehicle on an ongoing basis and assigns the best-placed machine its highest-value next stop. Here dispatch is a verb the software performs, continuously, for the whole storm.

The three meanings are not shades of the same thing. A list decided once, a human compensating live, and an engine deciding continuously are fundamentally different operations — and only the third survives contact with a real storm.

Why the distinction decides your worst storm

On a calm, on-schedule night, all three look similar — the list is roughly right, the coordination is light, the engine and the list agree. The distinction only reveals itself when something breaks. Then the list is simply wrong with no mechanism to fix itself. The human coordinator can compensate, but only as fast as one person can think and talk, which is the bottleneck precisely when the most is going wrong.
